Citizens of Afghanistan, China, Pakistan, non-citizens of Pakistani origin, diplomats who are not citizens of India, members of the United Nations, international organizations holding diplomatic/official passport, and Visa holders of Journalists Visa, Research Visa, and Conference Visa shall not be issued RAP without prior approval of Ministry of Home Affairs, Govt. of India.
